Users running the WindUpdate were finding it difficult to turn on the Night light feature and issue persisted until a restart was performed. Which means that those who are running the stable 1903 update will get the update within a few days or maybe hours. The update was rolled out to Insiders in the Release Preview ring for testing. Microsoft pushed a new cumulative update for Windows 1903 yesterday and with it came the fix for the Night light issue.
